When the Soviet threat disappeared 20 years ago, the military-security complex was at a loss. A new threat was needed to keep the money and power flowing into the military-security complex.  China wasn’t an option. Its new leaders were embracing capitalism, and China was on its way to becoming Washington’s largest foreign creditor.
