For the second time in recent weeks, Lebanon has been crippled by another major blackout. This time, the army saved the day by supplying reserves to the country's two biggest and fuel-starved power stations. The electricity shortages are a lingering and painful reminder of the political and economic crises that have rocked Lebanon for many months.
