Local governments welcomed the year 2020 with a clear vision of optimism, with a focus successful achievement of our fiscal and organizational goals. Today we’re facing a world of massive uncertainty.Our optimism dropped instantly when the Coronavirus threat was finally announced in March. Before the end of the first quarter, our Cities were shut down, unemployment spiked from 3.8% in February to 13% in May.
