Top Arunachal official DJ Borah counters the allegation on the NDA government after the Pentagon report. Additional Deputy Commissioner DJ Borah, assigned in the Kaduka division of Upper Subansiri, indicated that the disputed territory overrun by the PLA was distant from a civilian population. "What we noticed were numerous large houses that appeared to be military outposts." Borah stated, "I was told that when the Chinese PLA took this area in 1962, they only had minor stations there." According to a senior official delegated by the state government last year to conduct a field assessment, the "large 100-home civilian village" mentioned in a Pentagon report to the US Congress on Chinese construction in the disputed territory along Upper Subansiri district of Arunachal Pradesh has long become a permanent PLA military camp.
