To seek sanctuary or refuge as God mandated was to seek justice. To through yourself on the mercy of the court in the case of an accidental death that you had a role in bringing about that death. It was not for obfuscating your responsibility of the law. If a person left the refuge of that city then he would be fair game to the avenger of blood.
