It's been six years since then-mayor Ed Murray declared a homeless crisis. More than two years since King County and the City of Seattle announced the creation of the Regional Homeless Authority. Since then, close to a billion dollars have been spent on the homeless issue. But by nearly every visible measure, homelessness has gotten worse.
