Surely it is the responsibility of individuals who as of a result of their sexual activity a child or children are produced. It is customary, ethical, and expected that the individuals that produced a child care for that child. Some parents choose not to use the courts to award them financial assistance for caring for a child and others relish the opportunity to receive money garnished from the account of the parent that is absent or out of the household.
